日本はブラジルにとって大切なパートナーです。我々の関係の始まりは、100年以上前に遡ります。現在、27万人のブラジル人が日本に住み、そして、200万人の日系ブラジル人がブラジルに住んでいます。我々は、これらの結びつきを相互の利益のために効果的に活用しなければなりません。ブラジルと日本は、例えば技術協力の分野で長期にわたって関係を築いてきました。典型的な例として、国際協力事業団（ＪＩＣＡ）のサポートの下、1970年代にブラジルコラード地区での大豆の栽培が始まりました。この技術協力により、ブラジルにおける穀物プランテーションの能率と生産高が上昇し、４万人もの二次的雇用を生み出しました。 最近では、このような技術協力は、さらに、日本・ブラジルによるアフリカ諸国、東ティモールの開発への貢献活動にまで発展しております。2008年に迎える日本人のブラジル移住100周年記念祭は我々の交流を顕著に象徴しています。記念祭とそれに伴う様々な行事は、両国家のより良い相互理解の機会となるでしょう。504年の歴史の中で、ブラジルは多民族、多文化国家と変化を遂げてまいりました。様々な地域の習慣と影響を取り入れ、特有のアイデンティティを作り上げてまいりました。２０世紀初頭から入植した23万人の日本人移民から受けた影響は、日系ブラジル人が社会での大切な役割を担っていることを考えましても偉大です。このようなことから、21世紀のブラジルを彼らなしに描くことは事実上不可能です。日本国外でもっとも多数の日本人が住む都市サンパウロは、彼らがいかに重要な存在であるかを表しています。2004年日本語サミット「若者と平和」に、このような非常に大切な行事のパネリストとして選ばれ、国を代表して参加する若いブラジル人、ファビオ ヘイスに賛辞を述べたいと思います。彼が、またとないこの機会を最大限に生かし、日本が持つ非常に豊かな文化に関する視野を広げてくれることを祈っています。また、この機会に特定非営利活動法人ジャパン・リターン・プログラムが国際理解において強く求められている環境を作り上げるために日々努力をして下さっていることに感謝の意を表したいと思います。このサミットに参加したパネリスト達はプログラム終了後祖国に帰りますが、私は、日本での経験は、必ずや、この大変な努力を伴うプログラムに関わったすべてのパネリストの出身国家と日本とのさらなる結びつきを促進する助けとなると信じております。どうも有難うございました。

Japan has been an important partner for Brazil. Our relationship dates back more than 100 years. Currently, about 270,000 Brazilians live in Japan and about 2 million Japanese-Brazilians live in Brazil. We need to use these ties effectively for our mutual benefit. Brazil and Japan have a long-standing relationship, for instance, in the field of technical cooperation. Typically, under the support of the Japan International Cooperation Agency, the cultivation of soybeans began in Brazil’s Corrado area in the 1970s. This technical cooperation increased the efficiency and productivity of grain plantations in that Brazilian region and helped create 40,000 indirect jobs. Most recently, such cooperation has evolved into Japanese-Brazilian contribution to the development of African nations and of East Timor. The 100th anniversary of the Japanese immigration to Brazil in 2008 is the most remarkable event for marking our exchanges. The anniversary and its various events present opportunities for both nations to better understand each other. In its 504-year history, Brazil has become a multiracial and multicultural Nation. It has incorporated customs and influences from various areas to make up a distinctive identity. The influence of about 230,000 Japanese immigrants since the early 20th century has also been great since Japanese-Brazilians play an important role in our society. It is virtually impossible therefore to picture Brazil in the 21st century with out them. Sao Paulo, the city with the largest population of Japanese out side Japan, symbolizes their importance. On the occasion of the 2004 Nihongo Summit “Youth and Peace” I am pleased to congratulate the young Brazilian panelist, Fabio Reis, who was selected to represent our country in this most important event. I hope he will be able to fully enjoy this unique opportunity to broaden his perspective on the rich culture this country has to offer. I would also like to seize this occasion to express my appreciation of the commendable efforts of the Japan Return Programme towards creating a much-needed atmosphere of international understanding. In this sense, as the participants of this Summit return home to their countries. I am confident that this experience in Japan will help foster closer ties between all Nations involved in this endeavor. Thank you very much. |
